Blue Line Solutions Expands Into North Carolina With a Commitment to Safer Roads

North Carolina is opening a new chapter in traffic safety and Blue Line Solutions is proud to be part of it.

Senate Bill 391

In October 2025, North Carolina Senate Bill 391 was passed permitting the use of Automated Speed Enforcement (ASE) solutions in school zones across teh state. This was a first for the state in allowing automonous LiDAR cameras in school zones to issue civil penalties to the driver of vehicles speeding in school zones on school days, during school hours, when the school zone beacons are actively flashing in the morning for drop off and afternoon for pick up.

All penalties are civil penalties meaning there are no insurance or license penalties if someone recieves a citation, only a fine. These paid fines are then used to pay for the infrastructure of the ASE in the school zones. Once that is paid for, the future fines are used for school board needs, taking a serous danger in a school zone and turning it into a positive for those same students.

In North Carolina, according to the Collaborative Sciences Center for Road Safety, 170 child pedestrians were killed on North Carolina roads in the last decade, raking the state 9th in the nation.

There were 15,139 speed-related crashes in North Carolina in 2023 as reported by the North Carolina Department of Transit.

Tragically, 50 children under the age of 12 years old were fatally killed in vehicle crashes in the last decade according to a study conducted by the University of North Carolina.

Nationwide, National Highway Traffic Safety Association reports that 64% of child pedestrians killed in traffic crashes occur on weekdays between 6AM and 6PM.

Additionally AAA reports the there is a 10% survival rate of child being struck by a vehicle traveling at 40 MPH.

Finally, Safe Kids Worldwide reports a 13% increase in pedestrian death rates in 12-19 year olds since 2013.
