MIDDLETOWN, RI - Middletown has launched the first phase of their safety partnership with Blue Line Solutions to deploy an Automated Speed Enforcement (ASE) program in multiple school zones, bolstering the county’s commitment to student safety, driver accountability and data-driven traffic enforcement.
School Zone Coverage
Under the agreement, Blue Line Solutions will provide ASE technology at the following schools:
- St. George School
- Gaudet Middle School
- Forest Avenue School
These designated zones will transition from a 30-day warning period commencing October27,2025, into fully operational enforcement on November 26, 2025 when cameras go live under school-zone beacon hours. The system monitors vehicles that exceed posted speed limits by at least 10 miles per hour during active school zone times.
Data-Driven Safety with Local Control
In Middletown at these school zones, Blue Line Solutions’ 5-day pre-program speed studies measured 47,493 drivers a week traveling through the school zone with 9,088 of those vehicles speeding 10+ MPH over the enforceable speed limit (19.14%). Of those speeding, 6,799 traveled 11-14 MPH over the speed limit (74.81% of all speeding vehicles). Another 2,075vehicles traveled 15-20 MPH over the enforceable speed limit (22.83% of speeders). Finally, and most dangerously, there were 214 vehicles speeding 21 MPH or greater in our school zones (2.35% of speeders).
We know that speed kills; statistics show a child struck by a vehicle traveling 40 MPH, only has a one in 10 chance of survival, but if you slow that down to 20 MPH, that same child has a much-improved survival rate of nine in 10. Speeding is also a primary contributing factor in motor vehicle crashes resulting in personal injury and deaths. According to the National Highway Traffic Safety Administration, 64% of child pedestrians killed in traffic crashes occurred during the weekday (6AM Monday to 6:00PM. Friday).
To address those safety concerns, the following technical measures were put in place in each school zone as part of a Blue Line Solutions ASE safety program:
- Lane-specific laser LiDAR detection captures accurate speed data for vehicles in each direction of travel.
- Each recorded violation is reviewed and approved by a trained Middletown police officer prior to summons issuance to ensure both fairness and accountability.
- Cameras and enforcement only operate during active school zone hours, and each site will be clearly signed in advance to maximize visibility and community trust.
Zero Up-Front Cost, Shared Success
The contract structure ensures no upfront cost to Middletown for system installation and operations. Revenue from paid summonses will be shared with the County, supporting future safety initiatives without burdening taxpayers, prioritizing safety over everything.
