A Local Partnership for Safer Streets
The City of Knoxville has taken a major step toward its Vision Zero goal - eliminating all traffic-related fatalities by 2040 - by selecting Blue Line Solutions to provide Automated Speed Enforcement (ASE), Red Light Enforcement (RLE), and Environmental Noise Enforcement (ENE) technology across the city.
Following a 7-1 vote by the Knoxville City Council, Blue Line Solutions will implement a citywide camera network designed to reduce speeding, prevent crashes, and create calmer streets - especially around school zones and high-traffic intersections.
Comprehensive Enforcement for a Safer Knoxville
Under the new agreement, Blue Line Solutions will deploy:
- Up to 150 school zone speed enforcement cameras
- Up to 30 red light enforcement intersections
- 2 downtown noise enforcement cameras
This integrated approach targets three key safety challenges — speeding, red light violations, and excessive vehicle noise — with a unified enforcement and data platform.
Knoxville’s Vision Zero Coordinator, Cody Gentry, emphasized the program’s purpose:
“The number one goal is to increase the safety of not just students, but also parents, teachers, and anybody traveling through school zones.”
Data-Driven Results, Community-Focused Approach
Knoxville’s decision reflects growing evidence that automated traffic enforcement saves lives. Cities across the Southeast - including Dalton, Ringgold, and Hollywood, Florida — have seen reductions in speeding as high as 90–94% within weeks of implementing Blue Line’s ASE programs.
Knoxville’s contract goes a step further, incorporating noise enforcement cameras with decibel readers that automatically detect excessive vehicle noise, helping maintain quality of life in downtown and residential areas.
The City of Knoxville will receive 52% of revenue from citations, while Blue Line Solutions fully funds the equipment and program management - ensuring zero upfront cost for taxpayers.
“The goal is not to issue citations,” said Mayor Indya Kincannon. “The goal is to get people to slow down.”
Expanding Tennessee’s Safety Network
With this agreement, Knoxville joins more than 100 municipalities across 11 states using Blue Line’s automated enforcement programs to make local streets safer.
From Chattanooga to Dalton, from school zones to downtown corridors, Blue Line’s technology continues to deliver on its mission: using technology to prevent tragedy before it happens.
Knoxville’s system is expected to launch in late July or early August, with public education and signage preceding activation to ensure full transparency and community awareness.
