Following the success of Blue Line Solutions’ Automated Speed Enforcement (ASE) program in Hollywood, Florida, Holmes Beach is the latest city to adopt the same life-saving technology to protect students and families near Anna Maria Elementary School.
A Local Commitment to Safer School Zones
Holmes Beach Police Chief Bill Tokajer emphasized that the initiative is rooted in safety, not revenue:
“This isn’t about making a buck, it’s about safety,” Chief Tokajer said.
The Holmes Beach Police Department will deploy Blue Line Solutions’ AI-powered camera systems to automatically detect and issue citations to drivers who:
- Exceed the 15 MPH school-zone limit during active flashing-beacon hours
- Illegally pass school buses within the designated zone
Data That Drives Results
Before cameras were installed, a five-day traffic study conducted by Blue Line Solutions revealed:
- 327 vehicles traveling 11 MPH or more above the limit while flashers were active
- 1,300 vehicles speeding just before and after school zone hours
Based on statewide results from other ASE programs, Holmes Beach can expect an average of 90% reduction in speeding incidents once enforcement begins.
Cost-Neutral Public Safety
A key factor in the city’s decision was Blue Line Solutions’ violator-funded model.
- No cost to the city for installation, hardware, or operation
- Blue Line collects a $25 administrative fee per citation and a $2,500 monthly per-camera fee, deducted from gross violation revenue
- All equipment, data processing, and maintenance are managed by Blue Line Solutions’ Florida operations team
This structure ensures that enforcement improves public safety without financial risk or upfront taxpayer investment.
Expanding Safety Through Collaboration
Holmes Beach leaders selected Blue Line Solutions through a piggyback agreement with Hollywood, FL, which adopted ASE technology earlier this year. The move allows smaller municipalities to access proven safety infrastructure under the same vetted contract terms ,streamlining implementation and compliance.

Educating the Community, Not Surprising It
As part of Blue Line’s turnkey service, Holmes Beach will benefit from a public education and information campaign designed to inform drivers about when enforcement occurs and how to stay compliant. Messaging includes digital and print outreach explaining the new ASE law (effective July 1, 2023) authorizing school-zone and bus-passing camera enforcement statewide. Additionally, the school zone itself will be expanded for improved visibility and compliance, extending the boundaries 100 yards north and 200 yards south of its current footprint.
