Holmes Beach Police Chief Bill Tokajer emphasized that the initiative is rooted in safety, not revenue:

The Holmes Beach Police Department will deploy Blue Line Solutions’ AI-powered camera systems to automatically detect and issue citations to drivers who:

• Exceed the 15 MPH school-zone limit during active flashing-beacon hours
• Illegally pass school buses within the designated zone

Data That Drives Results

Before cameras were installed, a five-day traffic study conducted by Blue Line Solutions revealed:

• 327 vehicles traveling 11 MPH or more above the limit while flashers were active
• 1,300 vehicles speeding just before and after school zone hours

Based on statewide results from other ASE programs, Holmes Beach can expect an average of 90% reduction in speeding incidents once enforcement begins.

A key factor in the city’s decision was Blue Line Solutions’ violator-funded model.

Messaging includes digital and print outreach explaining the new ASE law (effective July 1, 2023) authorizing school-zone and bus-passing camera enforcement statewide. Additionally, the school zone itself will be expanded for improved visibility and compliance, extending the boundaries 100 yards north and 200 yards south of its current footprint.
