Frederick County, VA Launches Automated Speed Enforcement Warning Period to Protect Students

Frederick County, VA – The Frederick County Sheriff’s Office is taking a decisive step toward safer school zones with the launch of an Automated Speed Enforcement (ASE) program in partnership with Blue Line Solutions. Beginning Wednesday, February 11, 2026, a 30-day warning period will go live at:

  • Millbrook High School
  • Frederick County Middle School
  • Stonewall Elementary School

This initiative reflects a shared commitment to slowing dangerous driving behavior and protecting students, educators, families, and the broader community.

Data Revealed a Serious School Zone Safety Risk

Prior to implementation, speed studies conducted in May 2023 revealed a significant speeding problem in these school zones:

  • 71,482 vehicles traveled through the zones each week
  • 28,509 vehicles were speeding in just a five-day period
  • 39.9% of all drivers exceeded the posted school zone speed limit

Among those speeding drivers:

  • 50.3% were traveling 10–14 MPH over the enforceable limit
  • 37.2% were traveling 15–20 MPH over
  • 12.5% were traveling 21+ MPH over the posted limit

These findings underscore the urgent need for proactive, data-driven safety solutions in Frederick County’s school zones.

Why Speed Reduction Matters

Speed is one of the most critical factors in crash severity. Research consistently shows:

  • A child struck by a vehicle at 40 MPH has only a 1 in 10 chance of survival
  • At 20 MPH, that survival rate improves to 9 in 10

According to the National Highway Traffic Safety Administration, 64% of child pedestrian fatalities occur on weekdays, when school zones are most active. Slowing vehicles where children are present saves lives.

How the Frederick County ASE Program Works

The Frederick County ASE program is built around transparency, education, and behavior change:

Phase 1: Warning Period
Begins February 11, 2026
Drivers traveling 11 MPH or more over the speed limit will receive a mailed warning notice.
No fines or penalties during this phase.

Phase 2: Live Enforcement
Begins Friday, March 13, 2026
Civil citations will be issued to vehicles exceeding the speed limit by 11 MPH or more.
No points on licenses and no insurance penalties.

Cameras operate only on school days, only when students are present, and only when school zone beacons are flashing. Clear signage, flashing lights, and advance warnings are in place to ensure motorists are fully informed.

A Vision Zero Commitment

“Our mission has always been about preventing tragedy before it happens,” said Mark Hutchinson, Founder and CEO of Blue Line Solutions.
“Frederick County is leading with data, transparency, and a clear focus on protecting children. Programs like this are how communities make real progress toward Vision Zero and safer roadways for everyone.”

By combining public education, warning periods, and fair enforcement, Frederick County joins a growing group of communities nationwide using ASE to change driver behavior and reduce risk where it matters most.
