Blue Line was founded to bridge the gap between public safety goals and the day-to-day realities of agency staffing, budgets, and bandwidth. Our mission is simple: create zones and communities with zero crashes, accidents, and fatalities.

A public safety partner since 1982

Blue Line Solutions began with a simple insight: enforcement tools are only as effective as they are usable. Founded by former law enforcement professionals, we’ve grown from a single speed enforcement offering to a full-service platform for cities, counties, and school districts across the country.

What started as a single enforcement tool has evolved into a nationwide platform for safer, smarter communities.

From our early days in Tennessee to today’s coast-to-coast reach, one thing hasn’t changed—our focus on people-first tech and agency-first service.

Partnering locally, building safer
streets nationally

In cities throughout the Southeast U.S., we collaborated with city officials and school zone administrators to implement speed enforcement solutions aligned with their Vision Zero goals. By combining portable radar units, real-time data reporting, and our NewGuard (TM) citation platform, the city was able to reduce speeding near elementary schools by over 60% during peak traffic hours.

This localized approach is how we support Vision Zero principles in practice—by equipping cities with the right tech, training, and tools to meet their specific goals.

Giving back where we live and serve

Founded in memory of Officer Ernest “EJ” Lipford, the Allen Lipford Foundation is Blue Line’s nonprofit arm. We support community causes, provide scholarships, and fund local safety improvements in the neighborhoods our team calls home.

Blue Line is made up of former law enforcement leaders, traffic safety experts, technologists, and community advocates. Many of us have sat in your seat—and all of us are committed to helping you protect your community with tools that actually work.

Mark Hutchinson

Founder & CEO

Soon after Mark Hutchinson entered law enforcement in 1989, he came to a frustrating realization: too much of police work was reactive rather than proactive. Mark vowed to help stop traffic fatalities before they happen by making safety his life’s work. Founding Blue Line Solutions achieved his vision of finding a proactive way to save lives.

My first experience with a traffic fatality was a boy named Matthew, just 10 years old, unbelted in the back seat of a car driven by his father, who was legally drunk. I worked to keep Matthew alive as long as I could – but he died in my arms before the paramedics arrived. I had vivid dreams about him for months. Every detail, over and over. I knew that his death could have been prevented.

Doug Deihl

Chief Operating Officer

Doug has supervised sales, marketing, product management, supply chain, operations and service for over a decade, with expertise in aviation security, ports and borders, and first responder spaces. At BLS, he oversees strategic planning, supply chain, manufacturing, permitting, installation, field service and customer service.

I joined Blue Line Solutions to be part of a company that takes community safety seriously and delivers real, measurable impact. The people, culture, and opportunity to scale the business thoughtfully while building strong processes and using technology effectively made it the right fit.

Doug earned an MBA degree and is a graduate of General Electric’s leadership development program with a Six Sigma Green Belt. In his free time, Doug gives back to the community by supporting the YMCA, school board programs, and more.

Jeff Oxner

Chief Financial Officer

Jeff oversees accounting, finance, banking relationships and strategic growth plans and is a key player in our overall management. Jeff joined our team after holding various financial management roles in private sector industries.

I’m very proud to work for a company of professionals with such unmatched passion and dedication. Every day, we make it our mandate to help law enforcement agencies and local municipalities improve public safety and save lives. There’s nothing more important.

Jeff is a CPA and earned bachelor’s degrees in Accounting, Management Information Systems and Financial Services.

Zach Watts

Chief Technology Officer

Zach has an established history of building strong internet-based technology products for private and public sector companies and more than a decade of experience with Blue Line Solutions. Having contributed to several national brands’ expansion into digital media, Zach now focuses on leading the development of law-enforcement tech to provide modern, easy-to-use tools to a traditionally overlooked sector of the market.

As a father of two young children, Blue Line Solutions’ commitment to increasing community awareness regarding traffic safety is a mission I take personally. I strongly relate every project I’m involved with from the perspective of keeping my own family safe.

Zach has a Bachelor's in Computer Music Technologies, a Bachelor's of Science in Digital Signal Processing and Digital Audio Engineering. He's currently earning his Masters in Engineering Management at Duke University. In his free time, he volunteers as a leader at his church.

Jason Friedberg

VP, Sales

Jason is a recognized expert in public safety, security and technology. He has spoken nationally on topics from campus arming to risk management and served on numerous committees and boards dedicated to law enforcement, homeland security, terrorism and community safety. After his public safety serivce, Jason decaded his career to security and safety technology, melding his public safety knowledge with technology for safer communities.

Intelligence is at the nexus of every major challenge facing today’s law enforcement. It doesn’t matter if it’s the state or local police, FBI or a campus or school police department; the need for timely, comprehensive and actionable information is unparalleled.

Jason has a Bachelor's in Criminal Justice and Corrections, and a Masters in Criminal Justice and Law Enforcement Administration. He also has an advanced POLEX certification in Executive and Organizational Leadership. Jason has more than 25 years of public safety experience.

Bob Dallas

Senior Advisor, Vision Zero

Bob is a civil lawyer with over two decades of experience developing and implementing public health and safety behavioral programs. He has served on multiple state and national highway safety boards. His previous experience also includes Director of the Georgia Governor’s Office of Highway Safety and Dekalb County appointee of the Metropolitan Atlanta Rapid Transit Authority.

We improve communities by aligning interests across transportation, public safety, public health and land use. We use this philosophy to bring communities together with a shared focus on improving safety in our school zones and on our roadways. Our goal is zero fatalities…period.

Andre Nelson

Production Manager

Andre manages the production of all safety technology to prepare it for installation. He has been instrumental in helping to ensure our solutions are not only delivered on time but also updated and streamlined to ensure smoother production and installation hand off. With more than 15 years of production management experience under his belt, Andre was drawn to Blue Line Solutions because of its mission-driven focus on leveraging technology to solve real public safety challenges in the community.

It’s reassuring to know that our community is valued and cared for. I want the peace of mind that comes from knowing safety is a top priority, allowing all of us to live, play, socialize, and enjoy life together as one.

Andre has a Bachelor's in Business Administration Management. He also volunteers in the community by supporting youth outreach programs such as Big Brothers Big Sisters, RiseUp, and within his church where he's served as Deacon. Andre is also actively earning a certification in Prison Ministry for Tennessee and Georgia region.

Chad Hardison

VP, Construction

Chad oversees construction and implementation of all safety technology in appropriate zones. He has been with Blue Line Solutions since 2021, helping to shape and grow the construction team to effeciently and accurately supply our safety partners nationwide with quality safety technology in their communities to improve roadway safety.

Creating safer communities through speed reduction matters to me because it means we are not waiting for tragedies to happen - we are taking intentional, data-driven steps to prevent crashes before they occur and protect the lives of those who depend on us.

Chad has a Bachelor's in Operations and Project Management, and he is OSHA 30 certified. Chad also served in the US Army.

Casey Sprouse

Human Resources Manager

Casey has over 2 decades of Human Resources experience at larger and smaller companies. She came to Blue Line Solutions as she was inspired by our mission and the desire to be part of something that truly makes a difference for officers, communities, and public safety. T

I’m most proud to bepart of this environment. The teamwork, the openness, the shared mission. It’s something special, and I’m proud to be a piece of that. Anything that helps officers do their job more effectively and helps communities feel protected is something I care about being part of.

Casey has a Bachelor's in Human Resource Management and a Masters in International Business, Trade, and Commerce. She is part of a law enforcement family, knowing first hand the importance of community safety. She also volunteers in the community by coaching two volleyball teams at the Lafayette Recreation Department to support the kids in developing confidence, teamwork, and discipline in a positive environment.

Gabrielle Rockwell

Director of Marketing

Gabby brings nearly a decade of experience in marketing, data analytics, and strategic communications across nonprofit, public sector, and technology-driven organizations specifically focusing on communications for first responders and the local community. As Director of Marketing, Gabby leads the development and execution of integrated marketing strategies that support growth, brand trust, and public information and education programs nationwide.

I’m proud to work at Blue Line Solutions because of the company’s mission to save lives through transparent, data-backed traffic safety programs and the opportunity to help agencies communicate more effectively with their communities.

Gabby holds a Master’s degree in Public Policy from Pepperdine University with a focus on econometrics and state and local government. She also has a Bachelor's in Italian and International Relations. Outside of work, she enjoys learning new languages, studying baseball analytics for MLB, and helping organize fundraising and community events for the Lipford Foundation.

James Hardeman

VP, Field Operations

James is a former Firefighter, EMT, 9-1-1 Operator, and Law Enforcement Officer with more than 30 years of experience. After working with Mark Hutchinson in Law Enforcement, James joined Blue Line Solutions to help provide traffic safety solutions to communities nationwide. Now, James leads the Field Operations team in permitting, provisioning, and program set up.

As a first responder, I responded to many critical, life changing events. Improving safety allows the opportunity to prevent these critical events from every occurring, particularly with our 90+% reduction in speeding in school zones.

James has a Bachelor's in Emergency Management from Jacksonville State. He also has certifications in Curriculum Design and Instructional Development from The Ohio State University and the Association for Talent Development.

Kelly Abercrombie

Chief Strategy Officer

Kelly has 20 years of law enforcement work and 16 years of military experience. Taking his personal experience in public safety, Kelly was drawn to Blue Line Solutions after working with Mark Hutchinson and learning about the postive impact on the community safety that saves lives and reduces injuries. Now, Kelly works with state and local legislatures to help understand their community safety concerns, work to address them, and to advocate for transparent and equitable safety technology solutions.

I'm proud of the safety work Blue Line Solutions does nationwide, particularly that we were part of the team that helped draft, and pass a school zone ASE law in Florida.

Outside of work, Kelly is a board member with the Chattanooga Area Crime Stoppers, and he voluteers at his church as a singer, sound and audio visual tech support and as part of their disaster relief team.

Kayla Cash

Director of Processing Operations

As the Director of Processing Operations at Blue Line Solutions, Kayla brings a level of detailed professionalism that helps maintain legal compliance in citation processing, ensuring accuracy in call handling, and deliver professionalism in every interaction with our safety partners and their community members who call in with questions.

I believe that strong leadership begins with setting the tone from the top. Attitude and integrity are the pillars on which our company is built, and my goal is to ensure those values are reflected in every aspect of our Processing Center because that's the Blue Line Solutions way.

Kayla holds a Crestcom leadership certificate. Outside of work, Kayla helps organize fundraising and community events for the Lipford Foundation and volunteers at school events in the community with her family.

Kevin Edmondson

VP, Hardware Engineering

Kevin is a retired Firefighter who dedicated his life to keeping communities safer, no matter the danger. He's taken that professional safety dedication and turned to support Blue Line Solutions build, test, and continue to improve our traffic safety solutions because he wants to ensure safety is always working for our partners and their communities.

I've seen so much as a firefighter, and if I knew that if these solutions existed that much of the dangers the community faces would be lessened severely. I'm proud to continue to serve my community and save lives through technology that is tested and proven successful.

Outside of work, Kevin loves to ride his motorcycles and explore communities around him, inspiring new technology ideas and innovations.

Le Ann Tinker

Director of Product Management

Le Ann has more than 20 years of experience in product and process management in local governments and technology company. At BLS, she oversees strategic planning, supply chain, manufacturing, permitting, installation, field service and customer service.

I was drawn to Blue Line Solutions because of its mission-driven focus on leveraging technology to solve real public safety challenges. Improving community safety directly affects quality of life. When people feel secure on the roads and in their neighborhoods, they can focus on living, working, and thriving without unnecessary risk.

Le Ann earned an MBA degree and holds multiple certificates in Professional Scrum Master and SAFe certificates from Agile and Scrum.

Mark Frazer

National Sales Director

Mark is a former Law Enforcement Officer with more than 15 years of experience in gang and violent crimes, SWAT and as a PIO. After his experience in Law Enforcement, Mark joined Blue Line Solutions to help provide traffic safety solutions to communities nationwide.

The comradery of the group of former LEOs in Blue Line Solutions is unique to our field. Those shared common experiences, combined with a mission driven environment create a solid, trusting work environment that shows in the safety results.

Mark has a Bachelor's in Landscape Architecture from Utah State University. He also has certifications on Vision Zero.

Scott Wooden

Director of Field Services

Scott oversees field services and remote and in-person support of all safety technology in appropriate zones. Scott and his team help to accurately set up, callibrate, monitor, and provide manintence and technical support to our active partnerships across the nation.

I'm proud of our teamwork to continuously support our traffic safety partners in all weather, all hours of the day, and all situations. Our team helps make sure that safety remains functional in all of our partner communities.

Scott has a Bachelor's in Electronics and Electrical Engineering and an MBA from University of Tennessee - Chattanooga.

Tate Gentry

Director of Field Operations

Tate brings a dedication to improvement, documentation, and detailed communication to the Field Operations team whenworking with State DOTs, school boards, local law enforcement, City Councils, or beyond. This has helped build a strong team that efficiently and effectively permits and provisions safety zones for the correct technology solutions, signage, and materials for streamlined installation and operational timelines for our safety partners.

I’m most proud of Blue Line Solutions' commitment to ensuring that every project moves with clarity, accountability, and a shared commitment to protecting children and improving roadway safety. We are taking intentional, data-driven steps to prevent crashes before they occur and protect the lives of those who depend on us.

Tate holds a Crestcom leadership certificate and is actively working on his PMP Certificate from Project Management Institute. Outside of work, Tate helps plan and organize commuunity events for the Lipford Foundation, and he writes and records his own music.
